The setup script appears to use a filter name 'fmt'.
But on our HPUX 10.20, man fmt displays a command from
manual 1M that formats SCSI disks!

My HPUX 10.20 box has a /usr/bin/fmt and it does text formatting.  There is a 'fmthard' program used to format hard disks, but other than that I don't see what you might be referring to.
