I could not reproduce this behavior with any other values.

Reproduce code:
---------------
<?php
    $val = floor(140000000);
    echo $val;
?>

Expected result:
----------------
140000000

Actual result:
--------------
1.4E+8

Ok, i actually can reproduce the problem...

<?php
for($i=1;$i<=200;$i++)
{
   echo floor($i.'000000');
   echo '<br>';
}
?>

This gives me the feeling that this is not a Bug?!
