php-cli is incorrectly parsing directives specified as command line arguments


Reproduce code:
---------------
$ cat test.php
#!/usr/lib/php5/bin/php -d memory_limit=192M -d safe_mode=Off
<?php

phpinfo();

?>

$ ./test.php

Expected result:
----------------
phpinfo()
PHP Version => 5.2.4_p20070914-pl2-gentoo
...
memory_limit => 192M => 192M
...
safe_mode => On => On
...

Actual result:
--------------
phpinfo()
PHP Version => 5.2.4_p20070914-pl2-gentoo
...
memory_limit => 192M -d safe_mode => 192M -d safe_mode
...
safe_mode => Off => Off
...
