I've tried donwloading the english manuals for php from the sites you list, and none of them work. The window that would normally display info says
  This program cannot display the webpage 
   
   Most likely causes:
You are not connected to the Internet. 
The website is encountering problems. 
There might be a typing error in the address. 
 
   What you can try: 
     Check your Internet connection. Try visiting another website to make sure you are connected.  
 
     Retype the address.  
 
     Go back to the previous page. 
 
     More information 
 
This happened on the first 2 download links that you provide, I'm not going to waste my time trying others. PHP.net seems like a valid place where real files and help manuals would be available, ones that actually work. Can you let me know when this problem has been fixed?
