Description:
------------
When connecting to database, character_set_name always returning latin1 but default charset is everywhere (php.ini, my.cnf) set to utf8.
After connecting, it must be set_charset called to get the valid charset for connection.
In php.ini I have:
default_charset = "utf-8"

in my.cnf:
default-character-set=utf8
character-set-server=utf8
init-connect='SET NAMES utf8'
