Can not setlocale to china or japan successful in Windows 2000 only.

Reproduce code:

$a = Array("ja", "jpn", "ja_JP", "Japanese_Japan", "japanese", "Japanese");
//$a = array("ja_ja", "ja_jp", "jp_ja", "jp_jp");
foreach($a as $locale) {
	if(setlocale(LC_ALL, $locale) !== false) {
		echo "$locale is ok\n";
	} else {
		echo "$locale is bad\n";
	}
}


Expected result:
----------------
ja is ok

Actual result:
--------------
ja is bad
jpn is bad
ja_JP is bad
