We need a unified method which will get a random row from a table.

Please note that at least in MySQL:
SELECT * FROM tablename ORDER BY rand();
is too slow on big tables.

You can do that in PHP. However there is no way a random order can be fast. Nothing PHP, the RDBMS or any other software can do here. I guess the best option is to use a shuffle algorithm  on top of the query result.
