Description:
------------
1. The documents of Traditional Chinese in php.net are out of date and they were encoded with big5. Could someone please convert it to utf-8 (mbstring extension of php is great in this job.) since the website of php.net seems to be all utf-8 now. :)

2. The short names of Chinese should look like...(following ISO-3166):
zh[-_]TW : Traditional Chinese that used in Taiwan
zh[-_]HK : Traditional Chinese that used in Hong Kong
zh[-_]CN : Simplified Chinese that used in China

3. The flag of 'tw' in doc.php.net is wrong. I'm living in Taiwan and we never use that flag. (I hate political issues...) Could you, the one who represent Chinese in the documentation team, you could remove the 'tw' one since you don't use Traditional Chinese as us. Respecting each other is much more better for peace....

I can't contact anyone of documentation team due to this problem:
http://bugs.php.net/bug.php?id=36231

I tried to convert the translation of Traditional Chinese from big5 to utf-8 and have the patch here:
http://twpug.net/tmp/tw.zip

Hope somebody could help or guide me how to apply this patch and keep updating the translation. And hope it won't make anyone get confused since I'm still new to here. :)

1. It seems it is in UTF-8 now.

2. We use different short names.

3. Please provide valid flag.
