abstract static functions aren't allowed anymore, but if they can be inherited they IMHO should be allowed to be made abstract

Reproduce code:
abstract class foo
	abstract static public function bar();

class bar extends foo
	static public function bar()

Actual result:
Fatal error: Static function foo::bar() cannot be abstract

Marcus, if this change was intentional, we need to add a note to the NEWS file and fix the docs appropriately.
