Huh..this is a strange one....

If I want to load an XML file using

define('PATH', '');
$xml = simplexml_load_file(PATH . 'settings.xml');	print_r($xml);

it will take ages for the xml file to took me 3 hours to trace the bug in my application to simple xml...

but if I use 

define('PATH', '/usr/home/path_to_domain_folder/');
$xml = simplexml_load_file(PATH . 'settings.xml');	print_r($xml);

then it will be ok....

so I'm guessing simplexml_load_file has some issues with PATH's to file....

Reproduce code:
define('PATH', '');
$xml = simplexml_load_file(PATH . 'settings.xml');	print_r($xml);

Expected result:
quick display of results...

Actual result:
it takes about 20-30 seconds to display the xml structure...

Slow network connection, slow server, firewall etc. etc.
Lots of possible reasons and you didn't give us a chance to know which exactly is the cause.
