Calling fopen("http://...") or file_get_contents("http://...") causes IIS6 to fail in a number of ways:

If anon access is disabled (password required to view site), then IE will ask for a new password constantly (never accepts).

If anon access is enabled then the page just bombs out with a "no data returned" browser error.

Degrading to 4.4.1 fixes the issue
