The php_milter.c Code seems incapable of initalizing the PHP Engine(5.1.2) and therefore incapable of running anything.

Reproduce code:
php-milter -v

Expected result:
PHP Version should be output

sapi/milter is orphaned for years and most likely will be removed from core in the nearest future.
