When using mod_vhost_alias it is not possible to set a dynamic open_basedir restriction. %0 is not being expanded.

php_admin_value open_basedir C:/apache2/htdocs/vhosts/%0/public_html

I've been told there is a fix on Linux by editing fopen-wrappers.c but this file does not exist on windows.
