A function that would return an array of supported time-zone names could be useful.

E.g. 

var_dump(date_get_timezones()) would print:

array (
  0 => "Africa/Abidjan",
  1 => "Africa/Accra",
  2 => "Africa/Addis_Ababa",
  ...
)
