If headers contain leading newline, iconv_mime_decode_headers return empty array instead of parsed headers array 

Reproduce code:
$headers = '
Subject: Test


/* Note, that $headers string start with newline*/

Expected result:
    [Subject] => Test
    [From] =>

Actual result:
