mb_encode_mimeheader encode "?N" to "t".

Reproduce code:
$enc_str = mb_encode_mimeheader("?N");
$dec_str = mb_decode_mimeheader($enc_str);
print $dec_str . "\n";

Expected result:
print "?N"

Actual result:
print "t"

Can't reproduce with both 4.4.2-dev and 5.1.2-dev.
