In your source-Code of oci8.c near line 65 thers is a code segment with
#if PHP_API_VERSION < 19990421
  #include "internal_functions.h"
  #include "php3_list.h"

From my compiler I reviefed the message:
# not at position 1, line skipped

After deliting the spaces bevor the # the compilation works.
