Description:
------------
--program-suffix and -prefix does not apply on phpize and php-config.

scripts/Makefile.frag tries to, but fails because of a bug in it.

Also, shouldn't the also apply to the correspondig man pages ?

I've fixed both at

Adding suffix to man pages gives strange manpage names:

phpize.1<suffix>.gz so it didn't do that.
