is_readable($url)
--> ini_get('allow_url_fopen') && fopen($url, 'r')

is_writable($url)
--> constant FALSE with most wrappers I suppose (e.g. http); otherwise (ftp & such) difficult to handle. But wouldn?t it be nice to have it working!?!

I don't see much point in this; where possible at all, it would be
inefficient or useless.  Apparently, there is generally almost no
interest in this feature, so I'm closing as WONTFIX.

Feel free to pursue the RFC process[1], if you still like to see
this implemented.
