This download address always redirects you to a specific mirror site. Not knowing what was that site, we are unable to help you, or get the maintainer fix that site.

I also experienced this problem. If you go to the main site (i.e http://www.php.net/downloads.php) and click on "PHP 5.0.5 zip package" then it loads a Page not displayed as the page it is trying to open (http://www.php.net/get/php-5.0.5-Win32.zip/from/a/mirror) does not actually exist. You cannot download from here. However, to get around this just go to mirrors at the the bottom of the page and use one of the mirror sites. The download seems to actually work on the second usa mirror site
