parse_url doesn't support "special" characters like + or . in the scheme name anymore

Reproduce code:
// works
// doesn't work at all

Expected result:
array(4) {
  string(6) "foo+bar"
  string(4) "bang"
  string(3) "baz"
  string(4) "/bla"

Actual result:
array(2) {
  string(7) "foo+bar"
  string(14) "//baz@bang/bla"
