Using mysql_connect, or mysql_pconnect to an IP address, it takes too much time! (4 seconds to connect!) could be an reverse lookup problem...if u add an entry on "Hosts" file, and u reference to this entry, it fly! (like pelanne says in his post:

Reproduce code:
$link = mssql_connect(",1044", "user", "Pass");

Expected result:
the same result, but faster

Actual result:
slow connection :)

PHP doesn't do any referse lookups. 
If the underlying library does them (and it's slow for you), that's definitely not PHP problem and we can't fix it.
