I don't know why there is no PHP3 function which has
a file locking mechanism like flock() Unix system call.
As the PHP3 dbm routine uses flock() to lock dbm file
when writing and reading, there're many situation when
I want any file locking mechanism when handling files on
web server.

I think we are very happy if PHP3 has flock() function.
