Actually it's a 4.3.11 problem
I was using
Download: .gz (4.7M)
Built On: Mar 24, 2005 17:30 GMT

May be just documentation should be changed
Currently 
it is stating that 
"if you're using Oracle Instant Client, you need to build PHP with the option --with-oci8-instant-client[=DIR]. Note that Oracle Instant Client support first appeared in versions 4.3.11"

"where DIR defaults to your environment variable ORACLE_HOME."

but in configure script 
/lib is expected to be included in this pass, and /lib is not a part of ORACLE_HOME

When running configure for --with-oci8-instant-client=ORACLE_HOME/lib 
everything is OK

Please explain more specifically what are you talking about and why Oracle Instant Client libs are in your ORACLE_HOME, 
as there is no ORACLE_HOME at all when you're using Instant Client.
