Description:
------------
When using 'public' or 'private' cache limiter (maybe other cache limiters, except 'nocache'), PHP will output the PHP script's mtime as the Last-Modified header. While this is okay for some purposes, the dynamic nature of PHP scripts make this a bad "feature".

It's possible to circumvent this problem by manually sending a header() but IMHO this should never be necessary.

My proposal would be to change these affected limiters to either not output Last-Modified or output a current time Last-Modified header using the format date('D, d M Y H:i:s O'). Note that date('r') doesn't work in some cases.

This is expected behaviour, use header("Last-Modified: ..."); to change the default value of this header.

It may be expected behaviour, but I would tend to agree with the suggestion that this is a bad idea. Moving to a feature/change request.
