If you have < as a charater in string and use that string as parameter to a function call, then the parameter is empty

Reproduce code:

<?php
function foo($p_parm)
{
    echo "Parameter : $p_parm<br>";
}
foo("<noreply>");
foo('<noreply>');
foo("<noreply");
foo('<noreply');
?>

Expected result:
----------------
Parameter : <noreply>
Parameter : <noreply>
Parameter : <noreply
Parameter : <noreply


Actual result:
