The nntp server at news.php.net appears to be down; one cannot connect either via direct telnet, news client, or the web interface.

Still unable to connect to nntp (port 119) from multiple locations, via website, telnet, and news client; consistently times out while attempting to make connection.

I'm keeping an eye on NNTP; if it is unresponsive again, please *don't* re-open this report.
