All comments' time is between 01:00 and 12:59 and the comment I sent at 19:33 is noted as 07:33, so I believe the time is displayed in 12h format, but the am/pm is omitted.

Reproduce code:
---------------
Find a lot of comments in the PHP online manual and look at their timestamps.

Expected result:
----------------
complete time in 24h (or in 12h with am/pm)

Actual result:
--------------
12h time w/o am/pm
