The configure script said my version of GD (1.7.3) did not have gdImageColorResolve which caused apache to fail to compile (duplicated symbols).  By hacking config.h to say:
#define HAVE_GDIMAGECOLORRESOLVE 1
I was able to get it to compile.

Fixed in CVS and will be in 3.0.14
