Crashes Apache 2.0.52

Reproduce code:
$master_file = 'kva.csv';

$m_handle = fopen($master_file, 'r');

$row = 0;
while ($data = fgetcsv($m_handle, -1, ',', '"')) {



Expected result:
array(6) { [0]=>  string(26) "category_fieldlist: "name"" [1]=>  string(25) "templatefile_categorymain" [2]=>  string(24) "templatefile_categorysub" [3]=>  string(5) "image" [4]=>  string(11) "description" [5]=>  string(16) "show_button_back" }

Actual result:
