parse_url() returns an error when it's trying to parse something like "*:///*" where "*" is any string.

Reproduce code:
$a = parse_url('http:///');

Expected result:
["path"]=> string(11) "http:///"

Actual result:
parse_url(http:/// Unable to parse url
