SimpleXML messes up at least ISO-8859-15 charset.

Reproduce code:

$xmlData = '<?xml version="1.0" encoding="ISO-8859-15" standalone="yes" ?>
<dataSegment>
        <Cdata>????</Cdata>
</dataSegment>
';
$xml = simplexml_load_string($xmlData);
echo $xml->Cdata."\n";
?>


Expected result:

????

Actual result:
--------------
