As noted in internals by Andi and myself, and by others on pear-dev, these failed assertions occur when the commit is performed:

Use of uninitialized value at /repository/CVSROOT/ line 68.
Use of uninitialized value at /repository/CVSROOT/ line 71.
Use of uninitialized value at /repository/CVSROOT/ line 83.

One for each file that the commit email does not go to.

It appears to be fixed for pear-core, I'll wait until this evening and if there are no other problems, will close it.
