HPUX10 doesn't have a vsnprintf, so it would be nice if snprintf.c
actually compiled. But the HPUX C compiler complains that 
snprintf.c is an "empty source file". After deleting the line
#if (!APACHE)
the file compiled fine, and so did PHP...

Should be fixed now.
Try changing the line
#if (!APACHE)
to
#if !defined(APACHE) || (!APACHE)

and see if it works right.
