/cgi-bin/php doesn't display the formatted source of my .phps documents.
It acts like it was a normal .php3 document.

I have this in my https.conf file:
AddType application/x-httpd-php3-source .phps
Action application/x-httpd-php3-source /cgi-bin/php

It was never designed to.  It is a limitation of using the CGI version.
