There are a couple of issues with the tidy extension.

First, the ext/tidy.dsp is not included in the main win32/php_modules.dsw workspace.

Second, HAVE_TIDY directive is not included in pre-processor directives [by default]. Without this line, tidy compiles, but the dll is useless as a php extension, since no libtidy code is added.

We are not using .dsp and .dsw files anymore. Did you try the new build system? Try running buildconf.bat in the root dir.
