so other programs can make a connections (trought internet for example) to your script

I have implemented this (somewhat) in my PHP4 CVS. It may (or may not) make it into the release tree due to security concerns and practicality. Contact me at evan@php.net and let me know what you are trying to do.

You can use the sockets extension in the latest CVS (http://snaps.php.net)
./configure --enable-sockets
