When I type php.net in the browser it should redirect me to pt.php.net or pt2.php.net, but this isn't happening. If I type php.net/any_function I'm redirected correcly to the mirror.

The manual is redirecting well, but the main site isn't.

Where is that written or stated that http://php.net/ should redirect you to anywhere???

As you implemented the ip-2-country redirection system, I think it should redirect the users to its nearest mirror.
I think 'my php.net' says something like that.

We *need to have* some way for people to access the main site. The most obvious is by its main URL. In case somethings goes wrong on the website code for example, the main site will be fixed first...

BTW the My PHP.net page says: "The www.php.net site redirects users to mirror sites in several cases automatically." It does not describe the cases (which is actually: URL based or other search). The homepage does redirect people to mirror sites in case the server is under high load, but otherwise there is no reason to do so IMHO. You can get to the index of your mirror site via http://php.net/index
