You can see the problem as soon as you mouse over the windows binaries, the link omits www.php.net.  Once I manually inserted the domain into the "bad link" I had no trouble downloading the file.

This problem is fixed in the website code, and it will propagate to mirror sites in a few minutes / hours, depending on their setup. Thanks for the report. For now you can use any other browser than MSIE to download PHP, as only MSIE had problems with the downloads.
