since we have installed PHP 4.3.2 we get the entry 

"... File 'c:\mysql\share\charsets\?.conf' not found (Errcode: 2) ... " 

in our APACHE - error.log

we have installed mysql on another Server !

our FIX:
after we copy just the Folder "...\mysql\share\..." to the WEB-Server on "C:\mysql\share\..." we didn`t get the Error-Entry

bug report already describes this very problem. Even if you feel
that your issue is somewhat different, the resolution is likely
to be the same. Because of this, we hope you add your comments
to the existing bug instead.
