PHP stores some config variables (eg post_max_size ) as 32 bit 
signed integers when more space would be useful. 

Reproduce code:
; (in php.ini)

post_max_size = 2049M

Actual result:
PHP Warning:  POST Content-Length of 0 bytes exceeds the 
limit of -2146435072 bytes in Unknown on line 0, referer:
