The ChangeLog as in the one available from cvs.php.net or the one on php.net?  The ChangeLog on php.net isn't changed until a release comes out.  The ChangeLog on cvs.php.net is always up to date...

And then you'll see that the ChangeLog is not updated for two weeks.

Please do not submit the same bug more than once. An existing
bug report already describes this very problem. Even if you feel
that your issue is somewhat different, the resolution is likely
to be the same. Because of this, we hope you add your comments
to the existing bug instead.
