globals aren't working right - in repro, no value is echoed

Reproduce code:

function Wang()
	global $A, $B;
	$A = 3;
	$B = &$A;       // should work, doesn't
//	$GLOBALS["B"] = &$A;      // works

function Chung()
	global $A, $B;
	echo $B;
