_Problem_
Using php-4.3.2-installer.exe on a PC that has several windows versions installed, php.ini is stored in C:\WINDOWS\ regardless of the current windows directory.

_Solution_
The installer should test the %windir% environment variable.

_Workaround_
Manually remove C:\WINDOWS\php.ini
- to %windir% to hold this file for this OS only, or:
- to the location of php.exe to hold the file for all OS in common.
