When I try to download the latest PHP installer for Windows, the site sentme to a dead link.
When I searched the executable in a web search engine, I found the mirrors page, and the mirrors from Argentina doesn't work.
Finally, I can download the file from USA mirror.
I think that "Automatic Mirror Select" kickme to a down server.

Most of the Argentine mirrors are working for me, and they offer the new PHP version for download. You have probably tried to use them too quicly, and they had not updated to offer the latest release. Now both of them work.
