I've tried CAM Unzip, 7 Zip, and one other. None can open this archive, 7 zip reports "unspecifide error". I can't even open it to see how it does work...

I see 5 other people have had the same problem, I don't think all of us have bad zip programs.

Have you tried with WinZip or WinRAR ? 
I have no problems extracting it here.

There seems to be some trouble unzipping files gotten by Windows's html download method.... this happended with other programs as well, that would explain why you can unzip it and I can't....FTP downloads do work. I tried to find the PHP Windows bundle by FTP and anonymous login, but I didn't see the file anywhere... is there a place I can try a FTP transfer from???

You probably have a buggy download manager or browser. We receive only one or two error reports about failed downloads per month, those are guys with bad client software. We don't have FTP downloads.
