i use Open_base_dir on certain vhosts because i run a webhost

some vhosts i dont have open_base_dir.

with the this version of php if you enable open_base_dir on 1 vhost it effects all vhosts.

i have reported this bug 3 times and some idiot keeps closing my bug report!.

this is a serious bug, dont delete it again u dumb lamer.

Please do not submit the same bug more than once. An existing
bug report already describes this very problem. Even if you feel
that your issue is somewhat different, the resolution is likely
to be the same. Because of this, we hope you add your comments
to the existing bug instead.
