I've tried this with 4.3.2RC1 && 4.3.1 on Apache 1.3.27, 2.0.40, 2.0.44, and 2.0.45.

During make, the compile fails with several "undefined reference to 'errno'".  I suspect glibc/RedHat9, and I'm going to recompile/reinstall glibc.  I wanted to point this out for others finding the same issue.

Compile line:

For Apache 2.0.4X:  # ./configure --with-apxs2=/usr/local/apache2/bin/apxs

For Apache 1.3.27:  # ./configure --with-mysql --with-apxs=/usr/local/apache/bin/apxs

bug report already describes this very problem. Even if you feel
that your issue is somewhat different, the resolution is likely
to be the same. Because of this, we hope you add your comments
