On http://bugs.php.net/index.php page, on the second bullet under report a bug, it mentions downloading the latest version from CVS without providing a link to the location.

If it was worth mentioning, meaning that people are going to be downloading a fresh copy from CVS, it would be nice to provide a direct link.

This might actually slightly increase the chance that someone would download a fresh copy by making it more simple for them to comply with, thus deceasing bogus bug reports.

It would also create less confusion because there is no download button on the top of the screen. There is only a download button on main site, not the bugs site. Not only would it decrease confusion, but it would also save a little bandwidth as you are halving the number of pages you have to go to before you can download the latest version.
