I set up my php at d:\Programme\php
Then I run the go-pear.bat and tell it that the
installation prefix should be d:\programme\php

after downloading an installing the packages
there is a warning:

WARNING!  The include_path defined in the currently used php.ini does not
contain the PEAR PHP directory you just specified.

Please look over your php.ini file to make sure
d:\Programme\php\pear is in your include_path.
Current include path           : .;c:\php4\pear
Configured directory           : d:\Programme\php\pear
Currently used php.ini (guess) : c:\windows\php.ini

the php.ini path is correct, the config dir ist correct,
but the current include path is wrong. Within the php.ini
I set:

include_path = ".;d:\Programme\php\includes;d:\Programme\php\pear"

so php seems to ignore this :(

then comes the next bug:

pear has been installed in c:\programme\php and NOT
in d:\programme\php

This bug has been fixed in CVS.
